State Housing Trust Fund State Housing Trust Funds are administered by the Iowa Finance Authority and are available to HFHIowa affiliates who do not have a Local Housing Trust Fund in their community or county. Funds are available through the Project-Based Housing Program which aids the development and rehabilitation of single-family housing. Iowa Department of Economic Development Housing Fund The purpose of the Housing Fund is to expand and preserve the supply of decent and affordable housing for low- and very low-income Iowans. HFHIowa affiliates may request to include one or more projects (homes), and if selected may use the funds for homeownership assistance. Habitat Endowment Loan Program Habitat Endowment Loan Program, formerly known as Accelerated Asset Recovery, is a program funded by the Iowa Finance Authority which provides low interest cash flow loans to HFH affiliates.
